The magical town of NoHomeless, or perhaps you live in a place where they hide better. Short of that you don't live in a city. Seriously you are describing a CITY, oh my gosh who'd of imagined broken beer bottles in a CITY. The outrage over BILLBOARDS. Try moving out of the village and looking at other cities, you will see what you are describing is normal. The only difference is the Industrial part.
