I am looking for information about a radio programme called the 'Uncle Whoa Bill' show ?

This was a children's radio programme broadcast from Los Angeles in the 1930's and 1940's. It featured Uncle whoa Bill, a toy rabbit and the toy pig 'with the squeaky tail.' Uncle Whoa Bill read out the names of children having a birthday and also - and this was the point - children who had been ill or in an accident and who had been very brave - these children were told to look in a specific spot in their house to find a gift , presumably from 'Uncle Whoa Bill.' the point of it was that instead of crying, children said 'whoa Bill' when they were in trouble. Has anyone ever heard of this or know here I can find it mentioned?
