What is the link between intelligence and the environment around it, is it a paradox?

To be human is to be intelligent than other animals of this world, but isn’t intelligence marked as a level of conciseness, but conciseness is a matter to perceive and react to the environment that we are in, so what would happen if there was no environment how would you define intelligence without it?
