How can society justify capitol punishment?

Murder is murder when one takes the life of another. "Thou shall not kill"(Exodus 20:13 Deuteronomy 5:17) How does one murder justify another? Once a person is dead they don't have to think about what they did. Wouldn't life in prison without parole be more effective?
